Complainant claims and avers that the offered Procurement Plan of the utility with Load-Following, Full Requirements contracts with one or more wholesale suppliers may not attract ample interest from suppliers to provide a least cost default service supply outcome Complainant requests that the PUC refer the Default Service Plan of the utility to the Office of Administrative Law Judge for hearings and a recommended decision Complainant also requests that the PUC offer other relief as may be necessary or appropriate
