Data Center Outlook Dark in PA?
Finding the cheap electric rates in PA has become more important than ever. For example, PPL alone has raised its PTC rates by 66% since 2020. Right now, people simply can’t afford their electricity bills. And it’s all thanks to rising data center demand raising the cost of power. At the same time, lawmakers are at work trying to lower your electricity rates. However, the PA PUC has released a study that shows new data centers pose future reliability problems for the PA grid.
PA PUC Warning that Data Centers Could Cause Blackouts
The PA PUC study focused on electricity demand in the state. Data center growth has been driving up electricity use the past several years. And the study looks are three scenarios or cases. In the worst case where regulators make no changes, then energy use continues to rise and data centers growth goes unchecked. As a result, we could see grid unreliability starting in 2027. That means PA could see monthly blackouts by 2030!
But, in another scenario where no new data centers are built, PA can keep its grid running.
PJM and the Power Shortage
Electricity bills have soared 51% over the last five years due to tight electricity supply. According to the EIA, data centers in 2024 used more electricity in PA than homes and businesses combined! Last year, this demand sent average PA electricity prices up by 13%. By 2030, PJM is expecting 32 gigawatts of new demand on its system. Of that, 30 gigawatts of this new demand will come from data centers.
Unfortunately, when it came to planning for future demand, PJM policies primed its grid to fail. As older natural gas and coal power plants were retired, fewer power plants were being cleared fast enough to take their place. Lawmakers have been fighting with PJM to get more energy on the grid. However, this last capacity auction still fell short of their reliability requirements.
PA Lawmakers are Taking the PUC Warning Seriously
On the bright side, lawmakers are fast tracking data center projects that bring their own power. The FERC is also stepping in to speed up new large load generation to every grid. The PA House is working on a utility reform bill. And PA Governor signed an executive order with strict data center mandates designed to shift their grid connection costs away from residential ratepayers.
Yet despite these changes, the study predicts that unless the data center buildout is stopped, ratepayers could still face blackouts in the future.
